That seems to be the idea. With one person's will to act as a guide the universe will know exactly how to proceed. You've seen how things go even in trials. People can change their minds and ideals based on a lot of things. Without something unified, the chances of...unrest is higher.
Akane's still around, as is whoever partnered Lea up with Shirasu... And that's without mentioning the obvious murderers still running around. People can pretend to be one thing in public, but that doesn't mean they aren't total jackasses when no one else is looking.
The odds aren't high. But it's not impossible. So... what should we expect once we're close enough to having only one survivor? And what's going to happen to that person once they're the last one standing?
It's just a guess based on what we know about the universe, but once we're close enough to having only one survivor...we're going to have to make a decision. And the universe will finally respond when the time is right. I know that's not the answer you want, but it's the only one we have right now.
Until then, you have everything possible to find those who are and aren't trustworthy among you.
